Jimmy Carter: We need fewer secrets
The US Freedom of Information Act (FOIA) turns tomorrow 40. Jimmy Carter, the 39th American president, believes that the United States should seek ways to improve the Act, in order to put it more in synch with emerging international standards, such as covering all branches of government; providing an oversight body to monitor compliance; including sanctions for failure to adhere to the law; and establishing an appeal mechanism that is easy to access, speedy and affordable.
